R9,4 million investment keeps water supply flowing in Kraaifontein and Bellville South

More than R9,4 million is being invested in upgrading ageing water infrastructure in Kraaifontein and Bellville South, where 2,15 km of water mains are being replaced to improve supply reliability and reduce the risk of future pipe bursts. The projects form part of the City's Water and Sanitation Directorate’s proactive pipe replacement programme aimed at strengthening Cape Town's water network.
A total of 2,15 km of ageing water mains are being replaced as part of the Directorate's proactive pipe replacement programme, which targets infrastructure that has experienced frequent failures and requires ongoing maintenance.
Mayoral Committee Member for Water and Sanitation, Councillor Zahid Badroodien, recently visited both projects in the northern suburbs together with Ward Councillors Mercia Kleinsmith (Ward 9) and Rhynhardt Bresler (Ward 102) to assess progress on site.
Kraaifontein Water Pipe Replacement Project
• Location: Arnold Street, Windsor Park Estate
• Length to be replaced: 650m
• Cost: R2,6 million
• Construction started on 17 March 2026 and is expected to be completed by the end of June 2026.
Due to the narrow sidewalk and the location of existing services and property boundary walls, the City used horizontal directional drilling (HDD) to install the new water main beneath the roadway. This minimised surface disruption while allowing the new pipeline to be installed safely and efficiently.
Bellville South Water Pipe Replacement Project
• Location: Durham, Mimosa, Lily and Octovale streets
• Length to be replaced: 1,5 km
• Cost: R6,7 million
• Construction started on 10 March 2026 and is expected to be completed by the end of June 2026.
Given the large number of historic repairs along the existing pipeline, an open-trench installation method was selected as the most effective and practical solution for replacing the ageing water mains.
‘A city that wants to compete on the global stage must get the basics right. Reliable water supply is non-negotiable — for residents, for businesses, and for the investors we want to attract to Cape Town. Our proactive pipe replacement programme targets the weakest points in our network before they fail, and our target is to replace at least 1,5% of the total network annually. These projects in Kraaifontein and Bellville South are part of that sustained, disciplined investment in the city's future. We thank residents for their cooperation,’ said Councillor Badroodien.
